At night, Istiklal Street is louder, busier, and more atmospheric. If it is your first visit, I would start before sunset and keep walking into the evening so you see both versions in one route.

If you dislike crowds, go earlier in the day. If you are filming or want the moodier version of Istanbul, late afternoon into night is the stronger choice.
